Amendment 22

Days before the 2006 midterm elections, the Halls were swamped with attack ads both for and against Amendment 22. Some declaired that only the Swiss would vote against it, some featured celebrity endorsements. None of them, however actually said what Amendment 22 would do if it was passed. On election day, the Hallsians voted to pass Amendment 22 by a vote of eight to four. It was only then that it was revealed that Amendment 22 authorizes the reintroduction of wild otters onto Halls Isle and makes the killing of said otters a federal crime. Soon after, otters began appearing in the Halls. jonnie redbeard killed an otter and was imprisoned in Joliet Jailhouse, until his lawyer, Vin Diesel's Head found that there was a 24-hour grace period after Amendment 22 passed.

It has also been revealed that Amendment 22 also bans certain predators from Halls Isle, most notably the sabretooth tiger.
