Horatio Caine

The head of Miami, Florida's Crime Scene Investigation Unit, Horatio Caine was summoned to Halls Isle by oogie56 following the disappearance of Slovman. Quickly taking control of the investigation from the eternally-inept Rock Gladstone, Caine managed to find several clues, but was unable to piece together the location of the Tyrant, possibly due to his lack of familiarity with the Halls. Even though Slovman was eventually returned safe and sound, Caine's failure on the case seemed to bother him and he has remained on Halls Isle, stating his intention to help out anytime he is needed.

Unexplained Origin

Most are aware that Horatio Caine is actually a fictional character, played by actor David Caruso, on the CBS television show CSI: Miami. This Horatio Caine, however, has made no acknowledgment of his "true" identity. While he would certainly not be the first fictional character to inhabit the Halls, frequent previous references to Caruso and the near-inseparability of the actor and his portrayal of Caine make the issue murky at best. Even taken entirely as a fictional character, what possible jurisdiction could a Miami Police Detective have on the sovereign floating nation of Halls Isle?
