Mountie Chaomancer

Nobody knows exactly why the Excalibur Flight card set includes this depiction of a Mountie looking suspiciously like Chaomancer Omega in his dark Spider-Man-esque costume. Was C.O. moonlighting in the great white north? Or is it a different Chaomancer? Answers may or may not be forthcoming eventually, but what is known is that Mountie Chaomancer has some association with Kal-Elk.
