One of five miniseries leading up to Infinite Crisis, Villains United focused on six villains who were rebelling against the unified villain society being formed by Lex Luthor. The six villains who struck out on their own in an attempt to topple Luthor's society were Catman, Deadshot, Scandal, Ragdoll II, Parademon, and Cheshire.

The miniseries was written by Gail Simone and mostly illustrated by Dale Eaglesham. It was the winner of the McCrea Award for Best Countdown Miniseries.
